UL 676:2019 is a standard that covers the requirements for electric luminaires and submersible junction boxes installed underwater. It specifically applies to luminaires used in swimming pools, spas, hot tubs, and other water-containing vessels where immersion of persons may occur. These luminaires are designed to operate on supply circuits rated at 150 volts or less, in accordance with the National Electrical Code (NFPA 70, Article 680).

The standard also includes provisions for metal luminaire housings used with wet-niche luminaires, mounting brackets for no-niche luminaires, and electric luminaires and submersible junction boxes for fountains and similar water-containing vessels that do not accommodate the immersion of persons. However, it does not cover junction boxes for use in the deck area around swimming pools, fountains, and spas, as well as ground-fault circuit-interrupters, transformer enclosures, or transformers used for the supply of underwater luminaires.

The standard defines three types of luminaires: wet-niche luminaires, dry-niche luminaires, and no-niche luminaires. Wet-niche luminaires are installed in a metal luminaire housing mounted in or on the wall of a swimming pool or fountain, with the luminaire surrounded by water. It is supplied by a flexible cord for easy removal and servicing. Dry-niche luminaires are permanently mounted and sealed in the wall of a swimming pool or fountain, with conduit connections provided for servicing. No-niche luminaires, on the other hand, are installed on a mounting bracket that is mounted in or on the wall of a swimming pool or fountain, without extending behind the plane of the wall and surrounded by water. It is also supplied with a flexible cord for easy removal and servicing.
